Des Moines Transload Facility Development & Operations RFP
The Des Moines Area Metropolitan Planning Organization seeks an operator to develop a rail transload facility in Des Moines with a respondent that has knowledge of, and prior successful experience with, developing and operating rail transload facilities.
The Des Moines Area Transload Facility project is vital to the transportation and economy of the Greater Des Moines region with global reaching impacts. The project includes the construction of a transloading facility on the east side of the City of Des Moines. This facility will have access to three Class I railroads and one Class II railroad, and will provide a vital connection between Central Iowa and our coastal ports. Transloading opportunities are currently lacking in Central Iowa and major businesses within the region have indicated that they would utilize such a facility.

The timeline for the RFP process is as follows:
September 25, 2018 – RFP posted on MPO website
November 6, 2018 – RFP responses due
November 12-16, 2018 – RFP Selection Committee develops shortlist of potential operators
December 3-14, 2018 – Shortlisted operators are interviewed by the Selection Committee
January 17, 2018 – Preferred operator approved by MPO Policy Committee
