Transportation Improvement Plan (TIP)

Transportation projects receiving federal funding in the Greater Des Moines area are tracked and documented by the Des Moines Area MPO, which serves as the formal transportation planning body for Greater Des Moines metropolitan area.

The Transportation Improvement Program lists surface transportation projects that are eligible for federal aid within the planning area of the Des Moines Area MPO. The TIP covers a period of no less than four years and is updated annually for compatibility with the Statewide Transportation Improvement Program (STIP).

The FFY 2024-2027 Transportation Improvement Program was approved in July 2023 by the MPO Executive Committee and was incorporated in the Iowa Department of Transportation’s State Transportation Improvement Program which becomes official October 1, 2023.

TIP Amendments

Please direct any requests for changes to the FFY 2024-2027 TIP to the MPO. Changes may take the form of amendments or administrative modifications.

An amendment is required when there is a major change to the current TIP, such as the addition or deletion of a project, a Federal Aid increase of 30% or greater (or by more than $2,000,000) to the project, additional Federal Aid funding, change in project phase initiation dates, or a major change in the design concept or scope (e.g., changing project termini or the number of through lanes). An amendment requires the approval from the MPO Policy Committee.

An administrative modification is required when there is a minor change to the current TIP, such as a project with a Federal Aid increase of less than 30% (or less that $2,000,000), changes from one funding source to another, and changes to the project or project phase initiation dates previously included in the TIP. An administrative modification does not require approval from the MPO Policy Committee.

The TIP Schedule

The TIP is updated every year and follows the same basic schedule.

  • March – Review of current TIP Projects
  • April – Update TIP project list
  • May – Review Draft TIP project list
  • June – Draft TIP due to Iowa DOT
  • June – TIP Public Input Meeting
  • July – Final TIP review
  • July – Final TIP due to Iowa DOT
